I don't buy the argument that they are monitoring the usage statistics of alternative browsers and OS. Firefox already has about 20% of the market. Typical civil service incompetence - always a few years behind the private sector. Sad we live in a country administered by more than 10,000 people who have such big dreams but too little intelligence and diligence to see anything through.
